The Transportation and Development Department is a multi-disciplined work force with the responsibility of providing a safe, efficient and economical transportation system, land development quality controls, environmental services and solid waste disposal.

The Transportation and Development Department operates within a Division based organizational structure. This type of operational structure divides the Department’s responsibilities into manageable, practical, and common working and personnel groups. The six Divisions are:
- Engineering Services
- Public Works
- Administrative Services
- Traffic Engineering
- Environmental Management
- Fleet Maintenance
