Mission and Vision

The Community Development Department’s mission is to promote citizen participation to attain the highest quality of life; improve and sustain the quality of the built environment that attracts business investments in the county and enforce County codes to promote the health, safety and welfare of citizens of Clayton County.

Community Development Department is a premier department; responsible for interpreting and implementing ordinances/codes that shape Clayton County’s built environment.  By the nature of our responsibilities, we enforce regulations that promote economic development; regulate licensure for businesses; administer housing and urban development grants; spatially manage the county’s land resources and enforce building codes to protect the life, safety and welfare of Clayton County citizens and patrons within the context of the overall County vision.

Division Overview

Administration

Oversee the daily operation of the department, establish/implement departmental vision and mission, prepares budgets, initiates improvement, manages Human Resources and personnel development, coordinate County-wide initiatives,  represents the department inside and outside the County.

Planning & Zoning

Implements the County’s Zoning Ordinance; Subdivision Ordinance; Tree Protection Ordinance, Comprehensive Plan, and sub area plans that impact the built environment; Process applications for all land-use plan amendments, rezoning, variances, special permits, appeal and other requests that are required under the Zoning Ordinance and issues Zoning Determinations.

Building Permits

Issues building, mechanical, electrical and plumbing permits for residential and commercial remodels/repairs and new construction.  Ensure that subcontractors and contractors have obtained proper licensure with the state of Georgia prior to issuing building permits; issues Certificates of Occupancy to homeowners, contractors and business owners at the completion of construction.

Building Inspections

Performs building, mechanical, electrical, and plumbing inspections for issued permits; performs plans review on commercial construction projects.  Field verifies zoning, setbacks, architectural and appearance standards, signs, fences, and accessory  structures; performs business and alcohol license inspections; issues citations and attends court for code violation hearings.

Business & Alcohol License

Issues Business Licenses to home and commercial based businesses; issues Alcohol Licenses; collects alcohol taxes; collects hotel/motel taxes from businesses; conducts business license inspections and issues citation to businesses owners for  operating without a license; coordinates with county agencies especially the police department to insure businesses are being operated legally.

Community Development Block Grant (CDBG) 

Community Development Block Grant (CDBG) is a federally funded grant program; provides services to county citizens within the low-to moderate income category; CDBG addresses home ownership, sustainability, foreclosure prevention, and services ranging from energy assistance to homelessness. Leverages funds through public private partnerships and allows the County to stretch qualified services.

Geographic Information System (GIS)

Geographic Information System (GIS) provides a platform for county departments to analyze functions and service delivery; promotes asset management and resource allocation; deliver tools for efficiency and productivity across county departments.  GIS is the ability to capture, store and analyze geographic elements (county land resources) spatially and show its relationships.
