This recreation center will be located adjacent to the Beach. The center will have an indoor water park feature, fitness area, community rooms and concessions. A separate entrance to The Beach will be included as part of this facility.
This will be a full service recreation center, the exact size and amenities will be determined after the property is purchased. Prior to the design, process public input will be sought.
The Animal Control & Kennel Facility provides administrative offices, intake and control areas, euthanasia space, examination and treatment areas, greenspace, adoption and bonding areas. The new facility can shelter and treat 180+/-dogs and cats. The facility provides increased comfort and sanitation with separate HVAC systems for office and animal areas, and individual plumbing drains in each cage/pen to minimize the spread of disease.
Construction of a common/joint driveway on Anvil Block Rd to the Animal Control Shelter and Kennel Building, NE Police Precinct and the NE Senior Center.
This project will construct a dormitory style area for transitional inmates and provide miscellaneous upgrades for the County prison. The project will construct a new visitation room, and medical services area. The building infrastructure will be improved by replacing gutters on the building and constructing a separate entry space for IT equipment. In particular, the project proposes to house 25 beds/work release inmates in the new transitional area, and add six (6) new isolation cells, update the building and bathrooms to ADA guidelines, adjust drainage around new building pad(s), and update the security system.
It is proposed to bring the facility up to date including the digital network, HVAC, shelves, electrical and drainage. The proposed scope of work is mostly updating the interior and proper shelving. The costs of a renovation will be compared to the costs of new construction.
Through a joint collaboration with its citizens and public private partnering with organizations such as the PATH Foundation, Clayton County embarked on a Master Plan to connect parks, schools, businesses and neighborhoods through a system of greenways and shared use trails. Construction is underway on a 12-foot wide multi-use concrete trail which will include the installation of bridges, retaining walls, drainage structures, and trail amenities.

Clayton County purchased an old golf course and is developing it as a park.

Riverdale Branch - Renovations to the wall where it does not meet the ceiling are under construction and the funding is half state and half SPLOST.
Morrow Branch - Renovations to the skylight are under construction and the funding is half grant and half SPLOST.
Headquarters (Battle Creek) - Renovations include roof repair, updated lighting (in phases), painting the outside and the funding is half grant and half SPLOST. The addition of a Self-Check system will be SPLOST funding.
This facility is complete and holds four 1,000 square foot classrooms that can convert into a large conference/seminar area that seats 200+ people. There are two EMS training labs utilized for training fire personnel with latest procedures and techniques in emergency medicine. This building also houses a fitness center for the health and wellness of Clayton County Fire & Emergency Services personnel. The Clayton County Emergency Management Agency is now based out of the new complex and it is the headquarters for the emergency operations, management, and mitigation of large-scale incidents and disasters.
Construction of a new police precinct in NE Clayton County in the city of Ellenwood, GA is complete. The precinct has a roll call room, an intoxication room, a break room, a criminal investigations division room, men’s and women’s shower areas, a lobby, a watch office, bathrooms, storage rooms, a work area and office space for three sergeants, three lieutenants and a captain.
A report was completed by the Senior Services Department which recommended two options for the construction of the senior center. Option One would model the new center after the J. Charley Griswell Senior Center. Option Two recommends a focus group study be conducted to determine the needs of the senior adult population. The Senior Services Department has already identified the need to include a larger multi-purpose area for performing arts as well as a central location for the entire Aging Division which will include a commercial kitchen for meal preparation and distribution for Meals on Wheels and Congregate.
This project will replace the existing fuel center. When constructed it will provide up to date technology for fuel dispensing and storage.
A new library is to be constructed with enclosed and individual rooms, meeting rooms to be designed for daily functions and have a capacity of more than 40 people, parking that will be more spacious, expanded storage areas which will include areas known as Maker’s Space, for creative activities, and Furniture, Fixtures & Equipment (FF&E) that will be mobile and easy to move around. The FF&E should include furniture with charging stations for phones, laptops etc, and the facility will include break rooms and staff restrooms, and a separate room for the processing of money, books etc.
This project will construct a new County Police Department, Sector 1 – N.W. Police Precinct building on the same property where the current precinct resides. The proposed facility will serve as the Roll Call Office for the approximate 50 police officers that will work from this facility.
This project will upgrade various parks throughout the County.
The Clayton County Board of Commissioners approved the construction of a new Parks and Recreation Department, Multipurpose and Concession Building for Flat Shoals Park.

Building repairs and remodels included: Historic Courthouse Roof - Built in 1898, the Historic Courthouse was renovated in 1999, which included a new roof. The roof lost several shingles in the last 5 years. The roofing was replaced which enhanced the building and will prevent further damage to the decking or the equipment housed under the roof. Correctional Institute Roof - The roof on the Correctional Institute was the original roof which was installed in 1992. The overall condition of the roof under-lament and insulation is very good; however, the top layer deteriorated due to age and weather. This project reconditioned the entire roof surface to provide another 20 years of protection. Reconditioning will also prolong the complete replacement of the roof.
Building repairs & remodels for county buildings.
The current Clayton County Access Television (CCTV-23) studio location needs renovations to accommodate additional features such as lighting, set design, sound barriers, and equipment. Remodeling CCTV-23 will contribute to enhanced viewership, appeal to a wider audience, and strengthen the overall communication efforts of the county. Upgrading equipment and expanding the studio will allow for production of new educational segments, higher definition programming, and studio tours for citizens and students. CCTV-23 also serves as a 24/7 resource for distributing emergency messages. CCTV-23 provides educational, informative, and entertaining programming to citizens about the services that are available in Clayton County. CCTV-23 focuses on events and activities in and around Clayton County that are of interest to Clayton County citizens while spotlighting individuals and departments that govern the County. Television and video helps save money, increase efficiency, and improve overall communication to Clayton County citizens.
Countywide Dog Parks will include land acquisition, conceptual plan, and play features at designated locations in the south and east sectors of the County. The space may include off-leash opportunities for pet-owners, as well as play amenities.
Continue the recommendation from the 2008 Greenspace Master plan involving destination accessibility for alternate means of transportation, acquisition Greenspace tracts, and walkable communities. Greenspace tracts will include ball fields, sports complex, park managed woodlands, forestry areas, and trails.
Class-A office building at the entrance to Clayton State University to attract and house multiple business and economic development activities, including a small business incubator. This project would bring together all the community resources needed to promote business, investment, and jobs growth in Clayton County, in one location. This initiative will assist with launching the final phase of dense, urban design at the University Station development, including retail space for a coffee shop/bookstore and restaurant/cafe near Clayton State University.
This project will enhance the VIP Complex at International Park to include renovations and a conception plan for an outdoor amphitheater arena with additional covered seating that will host concerts, festivals and cultural activities. Anticipated enhancements include event administrative space, dressing rooms, additional concessions, redesign of restrooms, backstage facilities, and vendor kiosks. The main concept for this redesign is to integrate outdoor spaces while maintaining a multi-functional facility. Additionally, structural challenges and cosmetic work will be part of the redesign of the VIP building and Amphitheater.
