More Than Dollars to General Fund


During the year many people do their Spring or Fall cleaning and wind up with a pile of yard debris, furniture, and old appliances. Clayton County residents can place these items at the curb and have them disposed of for a small fee.

The Refuse Control Department provides this service for residents living in the unincorporated area of Clayton County. To have debris picked up, just call Refuse Control ((770) 477-3548), place your request for pick up and give your address. A Refuse Control Inspector then visits the site and determines how much should be charged for the service. Once the resident approves the cost and makes a payment, Refuse Control will schedule the pickup between 1-3 working days.

During 2010, Refuse Control wrote over 3,000 tickets for limb and yard debris pickup, generating more than $91,000 for the General Fund. And as you can probably guess, Spring is the busiest time of year for this service. Along with generating revenue, Refuse Control provides many other services that contribute to the daily operation of Clayton County Government.

  • Landscaping Services: maintains the county's landscaping and right-of-way cleanup at the various building sites.
  • Janitorial Services: County buildings are cleaned, restrooms and break rooms stocked, floors are kept highly waxed and carpets are cleaned. Trash is removed daily from all county buildings.
  • Mail Services: Mail is delivered to every county office, twice a day.
  • Office Moves: Departments can call them for assistance with moving county property within an office or to another building.
  • State Community Service Agency: Currently over 200 community service workers report to Refuse Control for work. Along with supervising these workers, monthly service hours are reported directly to the State's Probation office.
  • Pauper Burials: Assists the community with pauper burials.
  • Deceased Animal Disposal: Responsible for the removal of deceased animals on the county's right-of-ways. Refuse Control will pick up deceased family pets for a fee of $15.00.
  • Cleans County Roads: Cleans and cuts grass on County roads and right-of-ways.
  • State Roads: Assists in cleaning and cutting State roads in County.

Warden Frank Taylor Smith utilizes minimal staff, inmate crews and community service workers to perform all the tasks assigned to them and contribute more than just dollars to the operation of the Clayton County government.
