2009-24 Amend the Clayton County Civil Service Rules and Regulations, as amended, specifically to delete Rule 8.110.1 and to delete, Appendix "C" to Rule 8, Policies and Procedures governing promotions in the Clayton County Sheriff's Office.

2009-25 Amend Resolution 2009-10 to clarify the supervisory responsibilities for the Chief of Staff position.

2009-26 Authorizing Clayton County, on behalf of the Clayton County Police Department, to enter into an agreement with the Commission on Accreditation for Law Enforcement Agencies, Inc., (CALEA) providing for the terms and conditions under which CALEA will assess the Police Department's compliance with applicable standards in order for CALEA to determine whether the Police Department is eligible for designation as accredited.

2009-27 Amending Resolution 2008-229 which provided for the designation of persons authorized to sign checks on a bank account of Clayton County.

2009-28 Authorizing the Director of Central Services to issue a request for proposals for consulting services to conduct a disparity study for Clayton County.

2009-29 Ordinance to modify the Clayton County Code of Ordinances deleting Part II, Chapter 2, Article II, Section 2-32 "Days, time and place of zoning meetings" of the Clayton County Code of Ordinances as amended and substituting in lieu thereof a new code Section 2-32 "Days, time and place of zoning meetings."

2009-30 Authorizing Clayton County to enter into a reimbursable agreement with the Department of Transportation Federal Aviation Administration, providing for the terms and conditions under which temporary tower services will be rendered to Clayton County.

2009-31 Authorizing Clayton County to enter into an authorized provider agreement with the Metropolitan Atlanta Chapter of the American National Red Cross providing for the terms and conditions under which professional aquatic safety and risk management services related to a lifeguard training program will be administered.

2009-32 Providing for and authorizing an increase in the supplemental compensation for an assistant district attorney position in the Office of the District Attorney.

2009-33 Amending the Clayton County Code of Ordinances, specifically relevant sections of the Clayton County, Georgia Public Employee Retirement System to modify the definition of eligible employee; to make the 60 and 114 month benefit options available to participants who retired in December 2008.

2009-34 Requesting the Georgia General Assembly to approve legislation creating an additional judgeship in the State Court of Clayton County.

2009-36 Authorizing the Clayton County Police Department to exchange certain military surplus helicopter engines received from the Georgia Office of Homeland Security/Georgia Emergency Management Agency (GEMA) with Hidden Valley Helicopters for a $50,000 repair credit at Keystone Helicopter.

2009-37 Ordinance to amend Part II, Chapter 2, Article II of the Clayton County Code of Ordinances by adding a new section 2-36-10 "Finance Committee."

2009-38 Authorizing Clayton County to enter into an agreement with the Georgia Technology Authority ("GTA") on behalf of the Clayton County Personnel Department, providing for the terms and conditions under which disclosure of limited rating information contained within the official driving records maintained and compiled by the Georgia Department of Driver Services ("DDS") will be made available to Clayton County.

2009-39 Authorizing Clayton County to enter into a cooperative lease agreement providing for rural fire defense equipment and a memorandum of understanding providing for mutual cooperation with the Georgia Forestry Commission on behalf of the Clayton County Fire and Emergency Services Department.

2009-41 Supporting local legislation to name a portion of Georgia Highway 138 as Lake Spivey Parkway to be introduced in the 2009 Georgia General Assembly by members of the Clayton County Legislative Delegation.

2009-44 Authorizing Clayton County to enter into a memorandum of understanding with State of Georgia, Division of Family and Children Services on behalf of the Clayton County Extension Service providing for the terms and conditions under which parent aide services will be delivered and administered and to accept grant funds from the State of Georgia to fund the Parent Aide Program.

2009-45 Authorizing Clayton County to enter into an agreement with the Meals on Wheels Association of America/Wal-Mart Foundation Cure Grant Program, and in accordance therewith accept grant funds for the Clayton County Senior Services Meals on Wheels program.

2009-46 Authorizing Clayton County to accept a donation from the Frank Ski Foundation on behalf of the Clayton County Parks and Recreation Department, to be used to assist the Parks Division, to provide financial assistance to families that meet the qualifications and the acquisition of training equipment.

2009-47 Requesting the Georgia General Assembly to adopt legislation to facilitate creation of the Metropolitan Atlanta Aerotropolis Authority.

2009-48 Authorizing Clayton County to enter into an amendment to extend the agreement with Katherine Dodson providing for the terms and conditions under which professional consulting services will be rendered to the County.

2009-49 Consenting to the inclusion of certain Clayton County ad valorem real property taxes in the computation of the Tax Allocation increment for the City of Forest Park's Tax Allocation District Number One - "Forest Park Main Street and Ft. Gillem.

2009-50 Ordinance to abolish the position of Chief Administrator; to create the position of Chief of Staff; and to change the provisions governing meetings, meeting times, and specially called meetings.

2009-51 Amending the Code of Clayton County, Georgia, as amended, specifically Chapter 50 Health and Sanitation, Article I, in general, Section 50-2 "Board of Health Regulations" so as to delete subsection (d) in its entirety and replace it with a new subsection (d) relating to hand watering of "gray water" and to creating a new subsection (e) relating to enforcement.

2009-52 Authorizing Clayton County to accept an allocation of funds associated with quarterly compliance with the established Performance Partnership Agreement in the amount of $70,955.10.

2009-53 Authorizing Clayton County to enter into a memorandum of understanding with the Board of Regents of the University System of Georgia on behalf of the Clayton County Georgia Police Department and Clayton State University, providing for the terms and conditions under which extraterritorial assistance by the Clayton County Georgia Police Department will be rendered.

2009-54 Authorizing Clayton County to accept a donation from the Wal-Mart Foundation on behalf of the Clayton County Parks and Recreation Department, to be used to assist the Parks Division to assist the County in providing training equipment to enhance recreation experience for participants in the soccer program.

2009-55 Authorizing Clayton County to accept a donation from David Scott of the Coalition Bowl on behalf of the Clayton County Parks and Recreation Department, to be used to assist the Parks Division in providing additional training equipment for the benefit of its football program.

2009-56 Authorizing Clayton County to enter into a license agreement with Radio One, Inc. providing for the terms and conditions under which a free gospel concert will be conducted at the Clayton County International Park.

2009-59 Authorizing Clayton County to enter into an agreement with Mauldin & Jenkins Certified Accountants, LLC providing for the terms and conditions under which professional services will be rendered to Clayton County.

2009-60 Authorizing Clayton County to amend the consultant agreement for HUD Planning and Program Management Services with W. Frank Newton, Inc., for Clayton County, to include management of the Neighborhood Stabilization Program.

2009-61 Authorizing Clayton County to enter into a contract with Grant Thornton, LLP providing for the terms and conditions under which services related to the Tax Allocation Bonds (Ellenwood Project) Series 2008 will be rendered to the County.

2009-62 Authorizing Clayton County to enter into an agreement with Atlanta Pyrotechnics International, Inc. providing for the terms and conditions under which a fireworks display will be conducted at the Clayton County International Park.

2009-63 Authorizing Clayton County on behalf of the Aviation Unit of the Clayton County Police Department, to enter into an agreement with the United States Army approved and coordinated through the Georgia Emergency Management Agency, for a surplus helicopter (not in flying condition) to be used for parts.

2009-64 Authorizing Clayton County to enter into a professional services agreement with Malachi Financial Product, Inc., to provide financial advisory and investment banking services for Clayton County.

2009-65 To provide a statement of policy regarding the preparation of the annual County budget.

2009-67 Authorizing Clayton County to exercise its powers of eminent domain in accordance with provisions of Georgia laws for the purpose of acquiring certain properties for use by the Clayton County Transportation and Development Department for the Old Rex Morrow Road Project.

2009-68 Authorizing Clayton County to impose a $1.50 per month fee for enhanced 911 services for each voice over internet protocol connection subscribed to by subscribers whose billing address is within the jurisdiction of Clayton County.

2009-78 Authorizing Clayton County to amend that certain gas contract for Natural Gas Vehicle Service (Experimental), Rate V-52, dated as of July 27, 1994, with Atlanta Gas Light Company providing for the terms and conditions under which the County purchased gas for use as an energy source for the propulsion of motor vehicles.

2009-80 Authorizing Clayton County to enter into an agreement with the law firm of Mary A. Miller & Associates, LLC, providing for the terms and conditions under which subrogation services will be rendered to Clayton County as they relate to the recovery of post judgment collections.

2009-81 Authorizing Clayton County to enter into an amendment agreement with Marsh USA Inc, providing for the terms and conditions under which risk management advisor, consultant and insurance broker services will be rendered to Clayton County.

2009-82 Authorizing Clayton County to enter into an agreement with Children's Healthcare of Atlanta providing for the terms and conditions under which clinical educational experiences will be made available to program participants.

2009-83 Authorizing Clayton County to enter into a memorandum of understanding with the Georgia Public Defender Standards Council providing for the delivery of indigent defense services under a hybrid delivery system as an alternative to the system set forth in the Georgia Indigent Defense Act.

2009-84 Providing for the amendment of the "Clayton County Board of Commissioners Group Medical and Dental Plan, Appendix "A"."

2009-85 Ordinance to amend the Code of Clayton County, Georgia, as amended, specifically Chapter 66, Parks and Recreation, Section 66-18 "Alcoholic Beverages" so as to delete Section 66-18 in its entirety and replace it with a new Section 66-18 entitled "Alcoholic Beverages and Tobacco Products."

2009-86 Ordinance to amend the Code of Clayton County, Georgia, as amended, specifically Chapter 50, Health and Sanitation, Article I, in general, Section 50-2 "Board of Health Regulations" so as to delete subsections (B) and (C) relating to Board of Health rules and regulations.

2009-87 Authorizing W. Frank Newton, Inc. to complete and submit an application to the United States Department for an Energy Efficiency and Conservation Block Grant provided under the American Recovery and Reinvestment Act.

2009-88 Authorizing Clayton County to enter into a grantee - subgrantee agreement with the Georgia Emergency Management Agency in accordance with the Fiscal Year 2008 Homeland Security Grant Program Citizens Corps Programs.

2009-89 Authorizing Clayton County to join with the Atlanta Neighborhood Development Partnership and other metro counties to form a neighborhood stabilization Program 2 consortium to compete for a grant provided under the American Recovery and Reinvestment Act.

2009-97 Recognize the years of service of Police Canine Beny, to grant a conditional gift for his remaining years, and to provide for his retirement from active service.

2009-98 Authorizing Clayton County to enter into a grant agreement with the Georgia Emergency Management Agency in the amount of $272,000.00 to purchase explosive ordinance demolition equipment with no county matching funds.

2009-99 Ordinance to amend the Code of Clayton County, Georgia, as amended, specifically, Code of Clayton County, Georgia, Part II, Chapter 94 "Traffic and Vehicles", Article III "Parking, Stopping and Standing, by adding four new sections as follows: Section 94-61 "Parking Control Signs", Section 94-62 "Enforceability of Properly Placed Signs", Section 94-63 "Enforcement by Parking Citation, Rebuttable Presumption, Hearing", and Section 94-64 "Authority to Impound Vehicles Parking in Violation of this Article."

2009-100 Amend the Code of Clayton County, Georgia, as amended, specifically, Code of Clayton County, Georgia, Part II, Chapter 94 "Traffic and Vehicles", Article III "Parking, Stopping and Standing", by deleting Section 94-56 "Parking Near Fire Hydrants", and substituting in lieu thereof a new Section 94-56 "Parking Near Fire Hydrants."

2009-101 Amend the Code of Clayton County, Georgia, as amended, specifically, Code of Clayton County, Georgia, Part II, Chapter 42 "Fire Prevention and Protection", Article I "In General", by adding a new code Section 42-5 "Fire Lanes; Authority to Prevent Blocking of Private Ways and Alleys."

2009-102 Amend the Code of Clayton County, Georgia, as amended, specifically, Code of Clayton County, Georgia, Part II, Chapter 18, Buildings and Building Regulations, Article VII, Housing Code, by deleting Section 18-431.1 "Adoption; Compliance" and substituting in lieu thereof a new Section 18-431.1 "Adoption; Compliance."

2009-103 Authorizing the sale or other disposition of condemned or seized vehicles to be sold at auction.

2009-104 Authorizing Clayton County to enter into an Intergovernmental Agreement with the Georgia Department of Corrections on behalf of the Clayton County Prison for the care and custody of state inmates.

2009-105 Authorizing Clayton County to terminate a month-to-month tenancy with Glaze & Glaze Properties and enter into a lease agreement with Metro South Association of Realtors Education Foundation, Inc. providing for the lease of property which the County will utilize as office space for use by the Clayton County Housing and Community Development Program Office.

2009-106 Authorizing Clayton County to enter into an Intergovernmental Agreement with Fayette County for certain resurfacing work to be performed by Fayette County on Corinth Road.

2009-124 Authorizing Clayton County to enter into an affiliation agreement on behalf of the Clayton County Juvenile Court with the Georgia Court Appointed Special Advocate Association to accept grant funds and to set forth the terms and conditions under which the grant funds will be utilized.

2009-125 Authorizing Clayton County to enter into an aging subgrant contract with the United Way of Metropolitan Atlanta on behalf of the Clayton County Aging Department, and in accordance therewith accept grant funds to provide services to older adults at risk in Clayton County.

2009-126 Authorizing Clayton County to accept a U.S. Department of Justice, COPS Hiring Recovery Program Grant 2009RJWX0036 in the amount of $862,035.00 to hire and pay five police officers to include both salary and benefits for three years with no matching funds from the County but with the provision that the County agree to fund the five positions for one additional year.

2009-127 Authorizing Clayton County to enter into a contract with the Georgia Department of Human Resources, Commissioner's Office, Children's Community Based Initiative and in accordance therewith accept grant funds for the Family Connection Collaborative Plan.

2009-129 Authorizing Clayton County to enter into a grant agreement with the U.S. Department of Housing and Urban Development to accept grant funds in the amount of $560,082 in connection with the substantial amendment to the fiscal year 2008 Action Plan for the Community Development Block Grant Recovery Program by W. 2009-130 Authorizing Clayton County to accept a donation of an oak tree on behalf of Clayton County and authorize it to be planted on the grounds of the Clayton County Historic Courthouse in honor and memory of Senator Terrell Starr.

2009-131 Authorizing Clayton County to enter into a lease agreement with Ascent Aviation Group to provide for the terms and conditions under which a lease for refueling equipment will be rendered in connection with the September 2009 Nascar Event at Clayton County Airport Tara Field.
