2008-24 To amend the Clayton County Civil Service Rules and Regulations, as amended, specifically to amend Rule 5.407.5 governing the annual leave donation policy, by deleting the current Rule 5.407.5 in its entirety and substituting in lieu thereof a new Rule 5.407.5.

2008-25 Authorizing Clayton County to extend the SPLOST program management agreement with CH2M-HILL, Inc. providing for the establishment of compensation for year five (5) pursuant to the terms of the agreement.

2008-26 Authorizing Clayton County to enter into an agreement with Dixieland Recycling providing for the terms and conditions under which aggregate recycling initiative disposal services will be rendered to the County.

2008-27 Authorizing Clayton County to enter into a reimbursable agreement with the Department of Transportation Federal Aviation Administration, providing for the terms and conditions under which temporary tower services will be rendered to Clayton County.

2008-28 Authorizing Clayton County to enter into an agreement with Norfolk Southern Corporation providing for the terms and conditions under which utilities will be relocated in connection with a Local Government Project Agreement between the County and the Department of Transportation State of Georgia.

2008-29 To provide for a change in the name of a portion of the public right-of-way of Village Crossing Circle in the development of the Villages of Ellenwood Phase A One to Village Crossing Lane.

2008-30 To amend the Code of Clayton County, Georgia, as amended, specifically, Part II of the Code of Clayton County, Georgia, Chapter 2, Administration, Article III, Boards, Commissions and Authorities, Division 5, Code Enforcement Board, so as to amend said chapter, article and division by adding three new sections: Section 2-87 "International Property Maintenance Code Appeal Board", and its subsections; Section 2-88 "Means of Appeal to the International Property Maintenance Code Appeal Board", and its subsections; and Section 2-89 "Summons to Court or Initiation of Civil Process Not Appealable to the International Property Maintenance Code Appeal Board.

2008-31 To amend the Code of Clayton County, Georgia, as amended; specifically Chapter 42, "Fire Prevention and Protection", Article III, "Automatic Sprinkler Systems", Section 42-61, Definitions, Section 42-63, "Where Installed".

2008-32 Authorizing Clayton County to enter into an agreement with Atlanta Technical College providing for the terms and conditions under which learning experiences for the EMT-I/Paramedic clinical students of Atlanta Technical College are provided.

2008-33 Authorizing Clayton County to enter into a memorandum of understanding with Southern Regional Health Systems providing for the terms and conditions under which high quality applied learning experiences will be made available to the employees of the Clayton County Fire Department.

2008-34 Authorizing Clayton County to accept a proposal and enter into an agreement with Pond & Company for Phase I services as outlined in the proposal with Phase I services subject to review.

2008-36 Supporting legislation to create a statutory ethics policy for the Clayton County Board of Education.

2008-37 To authorize the execution of an agreement for the improvement of 2852 linear feet of Gilbert Road between Conley Road and the Atlanta city limits within unincorporated Clayton County, Georgia.

2008-38 Authorizing Clayton County to enter into an intergovernmental agreement with the city of Riverdale, Georgia providing for the terms and conditions under which inspection and permitting for new construction of Clayton County Board of Education schools located within the city of Riverdale will be administered.

2008-39 Designating the Gerald Matthews Complex located at 1935 McDonough Road, Hampton, Clayton County, Georgia as the site for Clayton County's next recreational center.

2008-40 Authorizing Carter Goble & Lee to assess property in District 4 to determine any potential site to construction of a recreational center.

2008-41 Authorizing Clayton County to enter into an agreement with Insurance Services Office, Inc. on behalf of the Clayton County Risk Management department providing for the terms and conditions under which a license will be granted to Clayton County for the use of data, products, information services, ISO supplied software and associated documentation.

2008-43 Supporting House Bill 1094 to amend the hotel/motel lodging tax.

2008-44 The Board of Commissioners of Clayton County recognizing the contributions of Donald Ray "Donnie" Hood to the citizens of Clayton County.

2008-45 A resolution of the Board of Commissioners of Clayton County, Georgia to provide for the approval of the final terms of the $9,410,000 Clayton County, Georgia Tax Allocation Bonds (Ellenwood Project), Series 2008 (the "Series 2008 Bonds"), including annual mandatory sinking fund payments, aggregate principal amount and interest rate per annum.

2008-46 To provide for a change in the name of the public right of way of Sheri Court in the development of Poplar Ridge subdivision, Clayton County, Georgia, to Harless Court.

2008-47 Authorizing Clayton County to enter into a memorandum of understanding with the Cooperative Extension and the Office of the Vice President for Public Service and Outreach on behalf of the university of Georgia, ("UGA Partners of Archway Partnership Project") providing for the terms and conditions under which the development and implementation of the Clayton County Archway Partnership Project will be administered.

2008-48 Authorizing Clayton County to enter into an agreement with Historic Clayton County providing for the terms and conditions under which publication of Board of Commissioner information in the Historic Clayton County, The Sesquicentennial History will be administered.

2008-49 Authorizing Clayton County to enter into an agreement with the Department of Transportation State of Georgia providing for the terms and conditions under which the minor intersection upgrade project, No. CSSTP-0006-00(408), PI No, 0006408 will be administered and funded.

2008-50 Designating the Chief of Police as the person in charge of the Clayton County Firearms Range.

2008-51 Authorizing Clayton County to adopt business rules for the Clayton County Transportation Automatic Fare Collection System.

2008-52 Authorizing Clayton County to enter into agreements with Georgia Power, AT&T and COMCAST providing for the terms and conditions under which utilities will be relocated in connection with a Local Government Project (LGP) agreement between the County and the Department of Transportation State of Georgia.

2008-53 Declaring the results of an election held on February 5, 2008 to determine the reimposition or non-reimposition of a special one percent sales and use tax.

2008-55 To amend Resolution 2007-198 adopting a moratorium on the acceptance of applications for land use amendments, as well as applications for rezoning of parcels of land or buildings, as they relate to existing or proposed properties within all zoning districts within Clayton County located on property fronting on Spur 138 eastward from its intersection with Highway 138, North Avenue to its intersection with Highway 138, Stockbridge Road, and Walt Stephens Road and on Highway 138 eastward from the city limits of the City of Jonesboro to the Henry County line.

2008-56 To amend Resolution 2007-199 adopting a moratorium on the acceptance of applications for land use amendments, as well as applications for rezoning of parcels of land or buildings, as they relate to existing or proposed properties within all zoning districts within Clayton County located on property fronting on Tara Blvd. (Hwy 19/41) southward from its intersection with Upper Riverdale Road and continuing southward to the Henry County line with the exception of those areas included within the city limits of either Jonesboro or Lovejoy.

2008-57 To amend Resolution 2007-200 adopting a moratorium on the acceptance of applications for land use amendments, as well as applications for rezoning of parcels of land or buildings, as they relate to existing or proposed properties within all zoning districts within Clayton County to be in effect from April 1, 2008, through and including June 20, 2008.

2008-58 Authorizing Clayton County to enter into a subgrant agreement with the Board of Regents of the University of Georgia providing for the terms and conditions under which grant funds will be accepted and utilized in association with the Library Service and Technology Act.

2008-59 Authorizing Clayton County to enter into an agreement with Family Productions, LLC providing for the terms and conditions under which filming will take place at the Clayton County International Park, located in Jonesboro, Georgia for the filming of certain scenes associated with the production of "The Family That Preys."

2008-60 Calling upon, urging and to strongly encourage the remaining sitting members of the Clayton County Board of Education to resign their positions by no later than April 11, 2008.

2008-61 Requesting the Governor of the State of Georgia to intervene, within his power, in the operation of the Clayton County Board of Education, to include assigning a Leadership Team to work with and provide leadership for the Clayton County board of Education in achieving its immediate goals set by SACS.

2008-62 Authorizing Clayton County to enter into a memorandum of understanding agreement with Georgia Emergency Management (GEMA) providing for the terms and conditions under which services will be rendered as they relate to the wireless fingerprinting system for Area Seven law enforcement agencies.

2008-63 Authorizing Clayton County to accept a school bus from the Clayton County Board of Education to be used by the Clayton County Fire Department for transportation.

2008-65 Authorizing Clayton County to enter into an intergovernmental agreement with the City of Riverdale for the allocation of state funds for maintenance and upkeep of Riverdale roads.

2008-66 Authorizing Clayton County to exercise its powers of eminent domain in accordance with provisions of Georgia laws for the purpose of acquiring certain properties for use by the Clayton County Transportation and Development Department for the West Lee's Mill Bridge Project.

2008-68 To provide for the establishment of the Clayton County Adopt-A-Road program.

2008-69 Provides the guidelines for the establishment of a minimum monetary award to property owners for the acquisition of permanent drainage easements.

2008-70 Authorizing Clayton County to enter into an agreement with the Department of Transportation State of Georgia providing for the terms and conditions under which the Garden Walk Boulevard, Pavement and Curb Rehabilitation Project, No. PR000-S010-00(587) will be administered.

2008-71 Authorizing Clayton County to enter into an agreement with KPMG LLP providing for the terms and conditions under which professional services will be rendered to Clayton County.

2008-72 Authorizing Clayton County to accept grant funds from the Annie E. Casey Foundation in the amount of $25,000.00, to be used in connection with the Juvenile Detention Alternative Initiative.

2008-73 Authorizing Clayton County to enter into a contract with the Georgia Department of Human Resources, and in accordance therewith accept grant funds in the amount of $25,000.00, to be used in connection with the Kinship Care Program, Grandparents Raising Grandchildren.

2008-74 To create the Clayton County OPEB Trust Agreement.

2008-75 Authorizing Clayton County to enter into an agreement with Department of Transportation State of Georgia providing for the terms and conditions under which the Garden Walk Boulevard, base plant mix surfacing with curb and gutter for roadway reconstruction, No. PR000-S010-00(587) will be administered.

2008-76 Authorizing Clayton County to amend and renew the health services agreement with CorrectHealth Clayton County, LLC which provides for the terms and conditions under which inmate healthcare services are rendered to the Clayton County Prison.

2008-77 Authorizing Clayton County to amend an agreement for information technology and programming services with Moonquest, Inc.

2008-78 Authorizing Clayton County to enter into an assignment of a contract entered into with Parkway Animal Hospital, P.C. providing for euthanasia services for the Clayton County Rabies and Animal Control Department.

2008-79 Ratifying Clayton County's authority to enter into a memorandum of agreement with the Atlanta Urban Area Participants for participation in the Atlanta Urban Area Security Initiative ("UASI") jurisdictions and to accept grant funds from the Atlanta Fulton County Emergency Management Agency as the administrative agent for the Atlanta UASI Grant Project and the Department of Homeland Security.

2008-80 Authorizing Clayton County to enter into an agreement with Atlanta Pyrotechnics International, Inc. providing for the terms and conditions under which a fireworks display will be conducted at the Clayton County International Park.

2008-81 Authorizing Clayton County to enter into a first amendment to the lease agreement with the Clayton County Hospital Authority providing for the terms and conditions under which certain property known as the Flint River Center, Riverdale, Clayton County, Georgia will be leased to Clayton County.

2008-82 Authorizing Clayton County to enter into a work authorization agreement with the LPA Group Incorporated providing for the terms and conditions under which professional services will be rendered as they relate to Clayton County Airport - Tara Field to conduct a review of the financial feasibility of certain airport access documents.

2008-83 Authorizing the Clayton County Board of Commissioners to formally change the name of the Clayton County Fire Department to Clayton County Fire and Emergency Services.

2008-84 Authorizing Clayton County to enter into a fourth amendment to the lease agreement with Lin Investments, LLC providing for the lease of premises located at 259 Arrowhead Boulevard, Suite C2, Jonesboro, Georgia on behalf of the Clayton County Juvenile Court.

2008-85 Authorizing Clayton County to exercise its powers of eminent domain in accordance with provisions of Georgia laws for the purpose of acquiring certain properties for use by the Clayton County Transportation and Development department for the Norman Drive, West Fayetteville Road, SR 314 and Riverdale Road project.

2008-86 Authorizing Clayton County to exercise its powers of eminent domain in accordance with provisions of Georgia laws for the purpose of acquiring certain properties for use by the Clayton County Transportation and Development department for the Mount Zion Boulevard from Somerton Drive and Rex Road project.

2008-87 Authorizing Clayton County to exercise its powers of eminent domain in accordance with provisions of Georgia laws for the purpose of acquiring certain properties for use by the Clayton County Transportation and Development department for the Garden Walk Extension project.

2008-88 Ordinance to amend the Code of Clayton County, Georgia, Chapter 6, "Alcoholic Beverages," Article VI, "Additional Provisions for Retail Consumption," Section 6-156, "Retail Consumption Districts," so as to add a certain area to the map designating retail consumption districts.

2008-90 Resolution authorizing Clayton County to enter into an intergovernmental agreement with the City of Jonesboro for the allocation of state funds for maintenance and upkeep of Jonesboro roads.

2008-91 Ordinance to replace Ordinance 87-48, specifically referred to as the Zoning Ordinance of Clayton County, Georgia of 1987, any and all subsequent amendments.

2008-92 Resolution authorizing, approving and providing for the execution and delivery of a contract between the Clayton County Hospital Authority and Clayton County, Georgia relating to payments by Clayton County, Georgia for hospitalization and medical care for indigent residents, which contract and payments will constitute security for the Authority's revenue certificates.

2008-95 Resolution authorizing Clayton County to reimburse C.W. Matthews Contracting Company Inc. an amount not to exceed $45,000.00 for the redesign and construction of foundation structure for the Rex Road relocation and bridge construction transportation project described as CR1351/Rex Road @ Big Cotton Indian Creek Rex Clayton County, further described as Georgia Department of Transportation Project Number BRSLB-9110(4), PI Number 753010.

2008-96 Resolution authorizing Clayton County to accept a proposal and enter into an agreement with Pond & Company for Phase II services as outlined in the revised proposal.

2008-97 Resolution adopting a moratorium on the acceptance of all zoning related applications for review and consideration by the Clayton County Board of Commissioners, the Zoning Advisory Board, The Board of Zoning Appeals, and to the Clayton County Department of Community Development as they relate to existing or proposed properties within all zoning districts within Clayton County to be in effect from enactment, through and including July 23, 2008, or earlier.

2008-98 Resolution to amend Resolution 2008-55 adopting a moratorium on the acceptance of applications for land use amendments, as well as applications for rezoning of parcels of land or buildings, as they relate to existing or proposed properties within all zoning district within Clayton County located on property fronting on Highway 138 eastward from its intersection with Highway 138, North Avenue, to its intersection with Highway 138, Stockbridge Road, and Walt Stephens Road and on Highway 138 eastward from the city limits of the city of Jonesboro to the Henry County line to be in effect from enactment, through and including July 23, 2008, or earlier.

2008-101 Resolution authorizing Clayton County to exercise its power of eminent domain in accordance with provisions of Georgia laws for the purpose of acquiring certain properties for use by the Clayton County Transportation and Development for the Clark Howell Highway project.

2008-102 Resolution authorizing Clayton County to enter into an intergovernmental agreement with Fayette County for certain bridge work on Helmer Road Bridge over the Flint River.

2008-103 Resolution authorizing Clayton County to enter into a letter of agreement with the Atlanta Regional Commission providing for a framework for continuing, cooperative and comprehensive transportation planning in the Atlanta metropolitan planning area.

2008-104 Resolution authorizing Clayton County to enter into an agreement with the Georgia Department of Transportation providing for the terms and conditions under which LARP Project Number LAR 08-S011-00(457) will be administered and funded.

2008-105 Resolution adopting a policy governing the placement of memorials on County roadways as the policy of Clayton County, Georgia.

2008-106 Resolution authorizing Clayton County to enter into a grant agreement with the U.S. Department of Transportation Federal Aviation Administration, and in accordance therewith accept grant funds to be used in connection with the Airport Improvement Project, Number 3-13-0062-16-2008 at Clayton County Airport-Tara Field.

2008-107 Ordinance to amend the Code of Clayton County, Georgia, as amended, specifically, Code of Clayton County, Georgia, Part II, Chapter 62, Offenses and Miscellaneous provisions, Article II, Quality of Life Code, to delete the existing code Section 62-207 "Basketball Goals and Courts" and to substitute in lieu thereof a new code Section 62-207 "Basketball Goals and Courts."

2008-108 Resolution adopting the July 1, 2008, revision of the Clayton County Vehicle and Driver Policy as the policy of the Board of Commissioners.

2008-109 Resolution authorizing Clayton County to enter into a memorandum of understanding with West Georgia Technical College on behalf of the Clayton County Fire and Emergency Services providing for the terms and conditions under which expanded educational opportunities for the employees of the Clayton County Fire and Emergency Services will be administered.

2008-110 Resolution authorizing Clayton County to enter into an agreement for airport planning assistance with the Georgia Department of Transportation, and in accordance therewith accept grant funds to be used in connection with the Airport Improvement Project, Number AP090-9000-9(063) at Clayton County Airport-Tara Field.

2008-111 Resolution authorizing Clayton County to enter into Work Authorizations Agreements Numbers 13 and 14 with the LPA Group Incorporated providing for the terms and conditions under which professional services will be rendered as they relate to Clayton County Airport-Tara Field for Land Acquisition Services Phase 1 and Environmental Assessment for Master Plan Improvements Phase 2 respectively.

2008-112 Resolution providing for the adoption of the County's budget for the fiscal year ending June 30, 2009.

2008-113 Resolution to provide for the designation of a dog control officer who will exercise the powers assigned under provisions of the dangerous dog act.

2008-114 Resolution authorizing Clayton County to enter into an agreement on behalf of the Clayton County Juvenile Court with the Georgia Court Appointed Special Advocate Association to accept grant funds in the amount of $23,500.00, with no match required by Clayton County, and to set for the terms and conditions under which the grant funds will be utilized.

2008-122 Resolution authorizing Clayton County to enter into contracts with: Sosebee's Garage & Wrecker Service, Hapeville, GA.; New Image Towing, Forest Park, GA.; Mac's Wrecker Service, Inc., Riverdale, GA.; and Tara Wrecker, Inc., Jonesboro, GA. To provide wrecker services within Clayton County.

2008-123 Resolution to provide for the establishment of the net mill rates after credit (rollback) for values added by reassessment for Clayton County's fiscal year 2008-2009.

2008-127 Resolution to amend Resolution 2007-55, thereby authorizing the Clayton County Department of Community Development to establish new fees.
